I've noticed some issues with my Villagers. Firstly, my Farmers refuse to tend to their crops. Secondly, they aren't picking up any food I drop at their feet. Thirdly, since they aren't picking up food, they aren't breeding.

It's very likely that the farmers are not harvesting because they have no room left in their inventory. They have no room left because they filled it up harvesting crops a long time ago, and they can't get rid of food because the villagers won't pick them up. Similarly, the villagers won't pick up food because their inventory is full. They can't get other villagers to take any, and they're not consuming the food because they aren't breeding. So the underlying issue here is that villagers aren't breeding, and the other issues are expected consequences of that.
Unfortunately, villagers not breeding doesn't seem to be a problem that other people are having recently, so it must be something unique to your world that's causing it. Breeding can only occur under the right conditions; what have you done to ensure those conditions are present? You haven't given us any information that would allow us to try and reproduce the problem, and if we can't reproduce it, we can't make progress on fixing it. I am therefore closing this report as Can't Reproduce.
Please check the conditions necessary for villagers to breed and make sure you understand them. You'll find them listed on the Minecraft Wiki, and if that doesn't help you can ask for community support on the MCPE subreddit or the Minecraft Discord.
