[MCPE-62989] Mobs sometimes ignore light level requirements to spawn

Occasionally you can run into some mobs that ignore what light level the block they spawn on is, allowing them to spawn in well-lit areas. I've run into this occurrence 3 times while playing survival in one sitting.
