Before this most recent update a world me and several friends would play on had a normal spawn rate, never noticed an excess of mobs. However this spawn rate has gone a bit wonky. The only mobs i seem to see spawn in the affected areas however, are mobs which can only survive in the day time anyway, most notably creepers. Since i am on xbox i honestly don't know how to test light levels however my friend has been in this house for nearly a week building a forge, aquarium and many other things, much as i built him a nether wart farm with a lava waterfall several days ago. I also had a creeper spawn in my main floor of my house, something that has never once happened in the entire time i have been on this world, which was created before the better together update.

my report was liked to this, I'd like to add ive seen this happen on local worlds and realms for 1.13. Not obeying light levels or spawn radius of players.

I have also seen several spawns of creepers In my town ... where I have so lit up that for months i was not getting any spawn in the town.
If the spawn rules for creepers have changed in some way could someone please let us know what the new rules are?
One spawned ON a second floor on the outside of my main building in town on a balcony. that entire building is lit like a torch!

I can confirm on my realm numerous spawn of zombies and creepers in fully lit areas. I watched a creeper spawn below me in a fully lit room, and many zombies and creepers appearing in fully lit structures and buildings with no dark spaces.

Maybe add MCPE-41586, MCPE-45281, and MCPE-45580 as duplicates here, even though they are older?
I would suggest, though, that since this report specifically says it began with 1.13, it is at least partly due to the bug described in MCPE-58182, light not updating across chunk and sub-chunk boundaries, which also began with 1.13. I've added a list of duplicates to that bug too. Please mods/devs look into it.

On Xbox One and watch a skeleton and a zombie spawn within three blocks of a glowstone.

Yeah I have screen shots of a zombie pigman spawning in overworld with no nether portal and creepers spawning in a lot of light. My base is under ground so I get a lot of slimes but until yesterday no other hostile mobs

they're also spawning on slabs again

Removed 1.16.0.58 from affected versions b/c the duplicate reports from that version do not contain enough information to confirm monsters spawning too close to light sources. They are more likely duplicates of MCPE-302.

seems to still be spawning mobs in lit areas in 1.16.0.68. I posted a video in MCPE-84582

I've analyzed @unknown's video on MCPE-84582 and determined that it shows monsters spawning at light level 7, which is expected behavior.
Resolving issues that were marked as fixed in the 1.15 and 1.16 Betas, now that 1.16.0 is being released.

the video above(windows 1.16.1) taken 7/2/20 shows 3 drowned spawning in a sea of glowstone. none of the glowstone are more than 4 blocks away from each other which even in water should produce higher than light level 7 in the spaces between. fyi, directly below this are several completely dark chambers that are not producing any drowned or zombies since 1.16 update.

@@unknown Zombies not spawning in caves in 1.16 is tracked at MCPE-71684. Drowned do not spawn in caves by design. With the drowned spawning, you have to subtract an additional light level for the water besides the light level for each block away from the light source. I think the drowned in your video are spawning in a block that is at light level 7, which is expected. From the glowstone to the right of them, I count up 1, toward you 1, left 2. So that's 15 - 4 blocks from the glowstone - 4 blocks of water = 7.
