Pillager spawns ignore light levels

After the 1.13 update, pillagers now ignore light levels and spawn about 100 blocks away from pillager outposts, meaning any bases that were built at a safe distance from the outpost and properly lit no longer are safe as pillagers will just spawn in your bedroom.

These are pillager patrols that can spawn anywhere near player. It has nothing to do with an outpost. It seems that your difficulty was set to either normal or hard which allows patrols spawn on any light level.

Please provide step reproduce if you still think there is a problem

So there is no way to prevent spawns for pillagers and no despawning for them?

 

(Including indoors and in torched houses)

Steps to reproduce, have a base in Minecraft, go mine, come home. Pillagers are in your bed.

After more research I think the issue is that the money are classed as surface spawns. All other hostile surface spawn mobs are rejected by light. So building your roof out of half slab is cosmetic and prevents the need for lighting. 

 

Pillagers require the roof to be made out of solid blocks covered by slabs (for the other spawns). This does increase the build bulk and material cost.

 

I don't think they should spawn under slabs as shown in the screenshots.

I have twice had illagers spawn in my base, which is over 2000 blocks from the nearest outpost so it's definitely not an outpost spawn. These were single illagers with no captain, but I think I know how this happened.

I recently completed a mob farm above my base. On rare occasions I have found an illager banner in my storage chests, so I'm certain that patrols are spawning inside it. I believe that a patrol spawns with the captain on the selected block, and the other illagers are spawned around it at small distances. If a patrol spawns near the wall of my mob farm, and one of the illagers ends up spawning outside the wall, it would spawn in mid-air. This must be a common occurrence when patrols spawn in natural terrain, so I believe the game probably searches downward for the surface and spawns the illager there. I don't think slabs count as surface blocks for this purpose. My base's floors and ceilings are all made of slabs, so the illager winds up spawning in my basement, where the floor is cobblestone. One of my illagers definitely spawned in the basement. The other was on the floor above, but it was very close to a crafting table I have embedded in the floor, so it probably spawned on that.
