See attached video. At the end, I green circle the nearby torches. The building where the first skeleton and spider spawn has 2 torches under the roof overhang, so aren't visible from this aerial view.
I was revamping this "abandoned village" into my base. Half way through adding buttons to the roofs to "spawn proof" the town, I realized zombies and other mobs spawn nightly right by torches, seemingly ignoring light levels.
I witnessed a cluster of zombies (like the group of 3 seen in this video) also spawning in 2 other locations in town on different nights, within 4 blocks of a torch.

Looking at your video, assuming you are facing north, the skeleton, spider, and zombie herd all spawn far enough away from the torch at the corner of the farm. Keep in mind monsters spawn on the northwest corner of their spawning block, and torches only have a light level of 14. It appears that the blocks where the monsters spawn are at light level 7. A light level of 8 is necessary to block monster spawns.
The other torches you circle at the end are farther away from the zombies. The torches under the roof are probably too far from where the skeleton and spider spawned, if they are 2 blocks off they ground.

My apologies; I wasn't thinking of the torches being 1 block up, otherwise the zombie spawn would have been on (i think) a light level 8 block.

Possibly related to MCPE-49616 which was supposedly marked fixed in 1.16.0.55, but appears broken here in 1.16.0.68
