STILL Can’t download purchased items in marketplace texture packs etc. Been such a long time and still not fixed ???? Xbox one X

Not an account issue, other dlc for various games download and work fine upto a couple of days ago,,, minecraft dlc not working either thru in-game marketplace or thru store direct on Xbox one x, either not recognising I have bought it, for example the Chinese mythology mash up or recognising it’s purchased but won’t download for example the natural texture pack. I have been in touch with microsoft, who were very helpful but told me to contact you, so where do I go from here to use my purchased dlc

Your report does not contain enough information for us to begin making progress on it. Your comment adds a tiny bit of information, but it's not enough (and it also reveals that you're combining two distinct problems on one report: The store not recognizing that you purchased it is a very different problem from the game now downloading the content. We need each problem to be in its own report, please.)
Please see the Issue Guidelines for guidance on how to write a good bug report that gets the quickest attention. Also, when describing what happens, be as specific as possible. Instead of just describing it as DLC, give the name of the pack you're having trouble with. Instead of just saying it "won't download", tell us what you see that tells you there's a problem. And when being specific means you have to write two different narratives because the problems are different in nontrivial ways, break them up and report each in its own report.
There is one thing I could suggest you to try that I normally wouldn't suggest. It's not a fix for these problems, more like a workaround. Because Minecraft and the Marketplace Store are separate entities, a lot of network communication goes on between them when you browse the Marketplace. To keep that network traffic from making the screen updates slow, the game saves a copy of everything it retrieves from the store so it won't have to retrieve it again later if it needs it. Sometimes a network glitch, a glitch in the game, a power transient, or exiting Minecraft during a download can cause this "premium cache" data to become corrupted, after which the game may not be able to tell that it should re-retrieve it. Clearing the cache will resolve many problems of your kind and can be done safely at any time. The only negative effect it has is that until the game gets the cache built up again, the Marketplace screens will be slower to load. (Note that the cache is stored on your device, but your account and purchase data is stored on the Store servers, so clearing the cache won't cause you to lose any of your purchases.)
I don't usually recommend clearing the cache because on some platforms (including Xbox), the only way to do it is to reinstall the game. But reinstalling deletes all your worlds, and not every platform has a way to back up your worlds so you can restore them after reinstalling. In your case (Xbox One), you can restore from a cloud copy, but when I did a search for tickets you've created I saw that you've had problems with cloud copies before, so there might be some risk of you losing your worlds.
My advice would be, if you're confident that your cloud functions are working properly now, or if you don't care if all your existing worlds are lost, try uninstalling and reinstalling the game. That might very well solve all your Marketplace problems.
If you're not willing to take that risk, my advice would be to create a pair of new reports, one for packs you've purchased but the store says you don't own, and one for packs the store says you've owned but that you can't download. To be honest, the first one will probably just get you sent back to Microsoft, because Minecraft has no control over whether you own a pack; the store is responsible for that information. But in any case, try to provide as specific information as you can in your reports, and follow the Issue Guidelines as closely as you can.
