Repeating and chain command blocks can't be opened

Summary:
When trying to open a repeating or chain command block, its GUI won't open. Impulse command blocks can still be opened fine.

Steps to Reproduce:

  1. Give yourself a repeating and chain command block.

  2. Place them down.

  3. Try to open them.

  4. Observe that they can't be opened despite being in Creative mode.
