[MCPE-63365] Minecon 2016 Skin Pack Capes don't show up in the Character Creator Cape Menu.

There is no access to the multiple minecon capes from the 2016 skin pack in the character creator menu.

We're actually already tracking this issue at MCPE-53933, so I will resolve and link this ticket as a duplicate.

However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
