[MCPE-63438] Sea Lantern in a specific chunk occasionally doesn't emit light unless receiving a block tick

Occasionally the sea lanterns (not sure if other light emitting blocks have the same issue too) doesn't emit light. The problem just suddenly happened in one chunk, other sea lanterns not in that chunk was not affected. That specific chunk just turned black, the sea lantern look very dim.
