I dont know if its intended or not but drowned zombies doesnt attack normal villagers. First I thougt that was intended but I went to Minecraft wiki and I found that drowneds was suppose to chase villagers

Your right, drowns attack villagers but only at night. they dont aggro to villagers in the day time

Drowned are neutral during daytime if they are out of water. Are you experiencing them staying passive at night, or while in water? Your screenshot looks like it might be during nighttime.
If you could upload a world in which a drowned is unexpectedly neutral that could be helpful.
