Ice in a cold biome melts without fire or light by using flint and steel

By using a flint and steel on ice in a cold biome (where ice never melts naturally), though no fire or light is created, the ice melts and never forms again (this can be observed quickly by setting a high random tick speed).

Doesn't seem to happen in 1.14.60 (windows). It makes the 'ignition' noise, but nothing happens. I kinda wish it did, that would be handy.

In my world, I teied to put fire on leaves, nothing happend
