[MCPE-64123] Pillager Captains not respawning

I looted the outpost once and upon return pillagers are spawning easily but never a captain so I cannot re-obtain the Bad Omen effect that I desire.

The same is happening to me but on PS4. I have a raid farm but ever since the 1.15 update there have not been spawning. I do not know the problem here.
