Sometimes hoppers soak up items at stack.
I observe this behavior in my monster farms.
Here I often kill 100 to 150 monsters in a very short time using a looting sword. The four hoppers in the ground are then not able to absorb all the items quickly enough and pass them on. That is normal.
It is not normal: If I manually empty an inventory slot of a hopper that 24, 42 or even more items get into the hopper, quasi instant.
I would expect a slow filling of the slot.
... not a big bug and not impractical, but you should know about it.

Are you sure they are not taking in all items at first because of a rate limitation and not because they have different items in each slot and full stack of the ones the wonβt pull? Can you provide pictures or video?

Thanks for the world and video. I believe this is working as intended. In the wiki it states:
Item entities can be collected in at any time, without affecting the item transfer cooldown time, and can be collected in as entire stacks (rather than a single item at a time). As a result, hoppers pull much more slowly than they collect.

To be clear, I referenced the wiki above not because it's an official source on the developers' intentions (it's not), but rather because it gives a fuller explanation of the behavior described in this report. I think it should be closed as working as intended. There is nothing wrong with it.
A hopper with opening top can collect items instantly, filling up avail slots and or stacking the matching items that has been placed in the slots. While the hopper draining 1 item at a time from the leftmost slot.
But, of course, it is up to you and mods. Good day π

@Eyeth thank you for the support, I fully agree with you. In fact I would add that if hoppers did not collect stacks of items all at once, then you might have situations where items floating above hoppers would despawn while waiting to be collected.
However, in order for a moderator to resolve a report as "working as intended" they must see an official statement from a Mojang representative, such as a changelog, blog post, tweet, or prior bug report resolution. Helpers cannot resolve reports themselves at all.
Based on your description, this is Working as Intended.
