Stairs rotating after placement

From the video it looks like the stair might be rotating based on your (client-side) position when the server updates the block, rather than your position when you place the block. Would you be able to capture a few more videos for comparison?

I have reproduced this bug in 1.14.30 in Windows 10 by utilizing the client-server desync that occurs while moving rapidly, both by falling and by travelling in a boat over blue ice. Here are steps:

Falling

1. Make a tall column of alternating solid blocks and air blocks.

2. Stand next to the column, facing toward it.

3. Point downward at an angle such that when falling you will be pointing alternately at the top of a block or the side of block in front of you.

4. Teleport up >> 120 from the bottom of the column.

5. As you fall, place stair blocks as quickly as you can.

Expected result: you would only be able to place stairs on top of blocks, in between the solid blocks in the column. You would not be able to place stairs on the side of the blocks because you are located in those spaces whenever you are pointing at the sides of the blocks.

Observed result: you place some stairs on the side of the column, where you were falling.

Ice-boating

1. Make long blue ice boat track, with a row of solid blocks 2 blocks above and to one side of the ice.

2. Board a boat at one end of the track

3. Turn to point at the row of solid blocks.

4. Ride the boat down the track while placing stair blocks as quickly as you can on the side of the row of solid blocks.

Expected result: stairs would only be placed with their backs against the wall.

Observed result: some stairs are backwards.
