One of the changes with the addition of the despawning mechanics is ways in which mobs can persist, mobs are supposed to pick up player dropped armor, weapons, and tools now, and picking these up is supposed to cause the mob to persist (not despawn) When dropping armor, weapons, and tools onto the ground for zombies that have naturally spawned into the world to pick up, they would not pick up these items and ignored them.

They don't do it all the time. It's only 5% of the time, from watching your video you did not spawn enough.

I have had tamed horses despawning, with or without armor and with or without saddles. I’ve had zombie villagers that I had damaged and placed in a 2x2 safe area disappear, which I have done in the past. I have villages that spawn with few or no villagers and upon returning have no villagers at all, despite being 100s of blocks away with no chance of zombies spawning to attack them. I feel no drive to play currently as I had been working on building my own village in a survival world and either the zombie villagers despawn before I can cure them or the villagers despawn after I place them in their new homes. It’s very frustrating. Persistence is definitely not functioning as intended.

As was said above, there is a very small chance for such zombie to spawn, that can pick up your items. Closing.
Mobs like zombies/skeletons etc, only have a chance of being able to pick up items. Not every single one can naturally pick up items.
