At first i thought that its just the texture packs that i installed but no that is not the case because i deactivated those said textures and still the sky in the end is still like tv noise, i only got back again in the end after i updated into 1.16.0.51 beta but in 1.14 the end sky is okay. I have provided 2 screenshots. One is my survival world which is where i discovered the bug, the other one is the one i created after i discovered the bug, (NOTE: The texture packs are still deactivated and running on full vanilla minecraft)
