the panorama_overlay file does not work in the start_screen.json ui please it is necessary to fix this because the problem remains there since version 1.13.0

I explain again
the panorama_overlay file in the "minecraft" application directory, assets /resourcespacks/vanilla/vanilla/textures/ui/panorama_overlay.png.
It is not that I can change it, but rather that the file is there without any function, previously the file did work and now the background of the beginning does not look good, as it was seen with that fog the background that gives the other panoramas (panorama_0 , panorama_1, etc) please fix it the file does not work and it is very useful for map creators like me please ... if they fix it they would fix a lot, because that gives a nice look to the textures
In the images attached to the problem that I have notified shows how it looks now and how it looked before .... There are many people I know who have asked me why this is no longer and they have thought that it looks better with the panorama since gives a fog detail and is the appearance similar to that of Java Edition
the file was changed and formatted but I don't understand why the function was removed ... it's the same thing that happened to the old minecraft gui. they still remain within the game files but they are no longer useful for nothing do they have a function ??? why not remove them but less the panorama_overlay.png please

Please provide more information and an example addon pack for this to be confirmed.
Based purely off your description it seems you're indicating you cannot change the panorama but I'm confident one of my addons does it so I'm assuming I'm wrong.
