On all Bedrock platforms turtle breeding has been broken since release I play on my phone and xbox and ddid some research and it seems like when turtles are bred the get the love hearts like normal but then just don't lay eggs, yes I am aware that the have to go to their home beach but on bedrock the just either sit there and do nothing or go into the water and swim in circles forever. Also to confirm this I went into creative spawned in some turtles and bred them (so they were both on their home beach) and they didn't lay eggs the just went and swam in circles. I'd really like to get a turtle helmet in my world too but I'd hate to use creative for it.
In conclusion the breeding process of turtles is broken.
