I do raids many times but i don't realise that raid captain doesn't in a raid. Yesterday I Raided in my Village.I'm looking for raid captain/illager captain for illager banner but i can't found him.Every raid needs raid captain because how a canbe a raid do without raid captain.

Yeah, this has been an issue for quite some time:
Such as:
Vindicator captains do not attack iron golems/players
Evoker captains do not spawn (java parity)
