no raid captains during a raid

This is not a bug, this is a feature that wasn't added to Bedrock yet. Not all differences are bugs.

without raid captains it will make illagers hard to find their way to the village

Still affects version 1.21.51

The code for the Raid Captain was already present but for some reason, the devs decided not to fully integrate them in-game like the Patrol Captain and Outpost Captain in which both made it in-game and until now Raid Captains remained unused
