Breaking Twisting Vines/Weeping Vines From Middle Doesn't Pop Off when random tick speed is 0

Summary:-

Breaking the twisting vines/weeping vines in the middle or in the start, doesn't make the other vines pop off. It act like chains.

How To Reproduce:-

Step 1:- Place twisting vines/weeping vines and bone meal them.

Step 2:- Set the randomtickspeed to 0

Step 3:- Break both the vines from the middle or from the start where it grew.

Observed Results:-

The vines stay still in the air without any support.

Expected Results:-

The vines should get updated when it is not connected.

Occurs to me on Windows 10. People have told me it works as intended on Xbox
Update: This is most likely not a platform specific bug. See my added comment below.

UPDATE:- The two vines gets updated when it is not connected. Works in android, but not in windows 10.

I have identified the issue. The weeping and twisting vines don't break when the world randomtickspeed is set to 0. This should not be the case. Plants don't require randomtickspeed to be higher than 0 to break.
