Steps to Reproduce:
Create a 1 block high, 3 x 3 square
Place a pufferfish in water in the middle
Place a minecart on a rail right next to the wall
Observed Results:
The pufferfish will expand when you place a minecart on a rail right next to the wall, it will stay this way until you remove the minecart, then it will shrink back to normal size.
Expected Results:
The pufferfish should not expand.

This is still a bug, because of this you can’t use the pufferfish in player detection redstone, to recreate the issue place a pufferfish in a 1x1 hole, place a rail either on top of an adjacent block, put a minecart on the rail and the pufferfish expands, you can also put the rail and minecart on the same level as the pufferfish 2 adjacent blocks away
