Existing villagers don't follow the new increased trading rules before lock out. However, newly bred villagers do - so you end up with newly bred villagers trading for <=16 times before lockout whereas villagers that existed before the update will trade for <= 6 times before lockout. Have tried breaking/replacing workstations and beds with no success.
NOTE: The new rules are brilliant however and many many thanks!!!
Steps to Reproduce:
Create a world in 1.14.60
Spawn a villager and give him a profession
Open the world in 1.16
Trade with the villager 6 times

I also have this problem with my villagers. I have several carrot and Potato farmers that still only trade 6 times before being locked out where the new mechanic should allow them to trade for 16 times. I checked the NBT data using MCC Tool Chest and the old farmers have a maxUses entry of 6 instead of 16.

I also had this problem where I had a village that I previously loaded in 1.14.60. However I didn’t trade with any of the villagers until 1.16. Most of the villagers are librarians and their trading works phenomenally. But, I made one of the villagers a farmer, then I purposely made him a zombie villager then cured him, and he is the only villager in the village that has reverted back to the pre-1.16 lockout numbers.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
