I haven't seen the seeds being composted issue, however I have seen villagers pick up bonemeal. An easy way to reproduce that, trap a villager next to a composter, start filling it up to produce bonemeal. The villager will pick it up faster than the player can.

There are two ways to do this. Backup your world before doing either of these methods.
Method one:
1. Copy the world off your server from the worlds folder to a machine with the Minecraft client installed. It will need to be place in the %localAppData%\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\minecraftWorlds folder.
2. Open up Minecraft and go to the local worlds.
3. Find the world that was copied and hit the edit button.
4. Scroll down to the experiments and toggle the one for "Update 1.21"
5. Start it and exit Minecraft.
6. Copy the world back to the server and start it up. It will start with an additional line reading "Experiments(s) active: ul23" There may be more depending on your world's configuration.
Method two: More risky
1. Download NBT Studio or another NBT editor.
2. Navigate to the level.dat file for the world and open it.
3. Find the section labeled experiments and open it.
3a. If experiments does not exist add a new compound/array item with that name.
4. Add a new byte item in experiments.
Name: updateAnnouncedLive2023
Value: 1
5. Save the file and exit the app
6. Relaunch the server.
This occurs on a 1.20.71.01 BDS server as well. Server crashes with this once the first person tries to connect.
Edit: I did some testing, If the 1.21 Experimental update is enabled, the server loads and does not crash when a user connects.
I agree with @Auldrick. I've been working on curing over 40 villagers with the new mechanics. A very tedious process to get them all done. I have noticed that the Temporary prices, for the non-cured villagers, dropped the cost of items 9 times and no more. They do eventually rise back up. However. I was able to cure a villager 5 times, and like java, they got a bigger discount each time thier prices dropped. Those prices did not go back up but stayed down while I was in the aera curing other villagers. Before you ask, The test villager I had cured the 5 times was loaded for over 6 hours outside of the affected area of the other villagers I was curing.
I have also seen this error. I have over 40 villagers in that I'm curing since the 1.16.100 update to get their trades low again. For a few villagers I had to leave the system while they were in the middle of being cured. When I logged back in they were cured and didn't remember that I had cured them at all.
@Mega_Spud, I did what you recommended, I removed all texture and resource packs from my client. I'm still having the lag issues. It is random, I can be working in one aera and suddenly i get a huge lag spike, Leaving and returning to the aera, save and reload, does not solve the problem. The only thing that resolves it is time spent in an aera, after which it returns to normal for a brief time before the lag issues start up again.
My world size is only 280 mb so it's not caused by bloat.
CPU Usage hovers around 10-20% utilization for the for the Bedrock_server.exe, 30% for the Minecraft.Windows.exe client
Ram usage 580mb for the Server, 890mb for the Client
There's no resource hogging that I can see for either app.
The resource usage doesn't change much when it's lagging.
I also have it on a Windows 10 device. Noticed with beacon effects timing out and flowing entities bouncing back.
My Friends and I run a bedrock dedicated server and I've heard from most of them that they encounter it as well, on and off the server. Disabling server-authoritative-movement helped the lag issue but did not eliminate it.
I also have this problem with my villagers. I have several carrot and Potato farmers that still only trade 6 times before being locked out where the new mechanic should allow them to trade for 16 times. I checked the NBT data using MCC Tool Chest and the old farmers have a maxUses entry of 6 instead of 16.

[media]I've noticed this in both the nether and the over world. Hostile mobs are not spawning, or spawning really slowly. I have a huge nether fortrace that i can basically walk through 3 or 4 times before i can find a wither skeleton, I've cleared out all other mobs in the area as well and wherever I go there are no more mobs to attack. It makes it really hard to get Wither skeleton heads when there are no wither skeletons. The same is true for the over world, I built a mob spawner platform and at best I'll get 4-6 mobs dropping from it in an hour. The platform is completely enclosed except for a hole to let the mobs drop out.
Based on your image it's a design flaw. The top hopper is pushing items into the middle hopper, while the bottom hopper is pulling them out. The middle hopper doesn't need to do anything. You could replace the middle hopper with a chest and this would still be the result. To fix it point the top hopper in any direction but down.
I have this same problem using a mouse on windows 10. For me an efficiency 5 diamond pickax with hast II I can only mine blocks one at a time. Same with a diamond shovel. Instamine does not exist with this version of Minecraft.
I built two villages in survival, The first village was built near bead rock, I got the population up to spawn 3 Iron golems at each attempt. I built a second village 80 block vertically above the first village. And put two villagers up there.
From My Observation, The top village started spawning one Iron golem at each attempt, where the bottom village stopped spawning any.

My friends and I also have this problem. It occurs on any device we're using with Realms. It does not occur when I load a locally saved world. I notice that the lag starts just before I hit top speed. If the mine cart slows down it disappears. The jittery noise and video force me to mute my volume and leave my system till the ride is over.
Windows 10 edition and Pocket edition are affected.

I used an eye of ender to find the first stronghold in my world, but when I got to it there was no end portal. I found a massive stronghold with many rooms. I cleared out the entire area looking for the end portal but found nothing. The worst part, the eyes of ender still say it in that big empty room.

In my realms world I just saw 4 ghasts spawn in the same spot, then push each other away due, I'm assuming, to their collision box. When they had stopped moving all 4 of them started firing at me
This morning I was able to download on the windows 10 edition, but the same world would not download on my android.
I also have this problem, it started shortly after I did a lot of exploring looking for the new temple monument and a few other biomes we hadn't found yet. Before then I could download just fine. My last download file size was under 400 mb. I can still play on realms, just can't download the world.
I can confirm this, I walked into an area that had 6 ghasts, I was able to kill 5 of them but before I could get the 6th, another 5-7 had spawned. I killed all but 3 of them when another bunch spawned. While I can handle the ghasts, others on my realms server cant. It makes it near impossible to build/expand a neither hub and traveling the open in the neither has become extremely deadly.
