Pillagers will not give raid effect upon death. I am playing in Minecraft 1.14.6. The world has experimental gameplay enabled

Thanks for providing the video. We've had a number of reports of this, but most are not clear in how they are killing the captain.
Other than experimental gameplay, do you have any other non-default settings applied to the world, like perhaps mob griefing being off?
Is this still an issue in the latest version? If so, does it occur in a vanilla world with no add-ons?
If you look at the video, I killed pillager captains with the banners and yet I did not get bad omen
