I started a raid before but it ended earlier, some of the raid members were stuck in the cave and in the 1 block high small lake but doesn't count as a raid.

It does not contain enough information and as such, we've unable to understand or reproduce the bug.
There are numerous scenarios where a raid can end while the raiding party is still alive. For example, Raids expire after 2 in-game days (source) and if a village no longer exists (villagers no longer living).
The raid bar can also dissapear if you wander too far from the Raid.
Please have a read through the Guide on creating bug reports and make sure to include enough information in a new report so that a volunteer can easily reproduce the bug you describe.
