TBH, I don't know if this is a bug, or if it's intended?
But realistically it shouldn't be this way.
light from off of source blocks fade into existance, and then when you break the source block, it fades away. Now I get that it looks cool yada yada yada, but light moves at almost 300,000 Kilometers per hour. Thats virtually instant, especually to our human eyes. So for especually ray tracing which is trying to be more realistic, that is not.
(Besides, thats the cause for one of my other bug reports of the light staying there and keeping the shadow of the block. So you are probably going to need to fix it anyway, even though "it looks cool").

Is this still an issue in the latest RTX Beta version?

Several improvements and fixes have been made to the Minecraft with RTX beta for Windows 10. Be sure to check out the Known Issues List and Frequently Asked Questions for the latest details, as these issues do not need to be reported here.
If you would still like to report a bug, please make sure that you have checked that your system and graphics drivers are up to date. Also, please make sure that any packs you are using are valid and up to date. (You might need to check the Marketplace for the very latest updates.)
After that please update the affected version of this ticket, and make sure that the description above contains clear steps to reproduce the issue, like so:
