No one has the full Nether update release yet, it is currently in BETA and that BETA is available across Windows 10, Xbox One and Android. The BETA is still incomplete and has a number of high profile bugs so a release now would not be appropriate.
A release date for the full release has not been announced, keep an eye on the official channels.
