If you drop any item hostile mobs won't pick that up.you have to dispense that item to make them hold that item.and unlike java edition the can't pick every single item. Only a few items can be dispense like armors,sword,shovel,shield etc.

Not a duplicate, but according to a comment in MCPE-14211 this is intended. Not all mobs have the ability to pick up loot, only a small percentage do.
