I'm making a map and for some reason, you can't /give players terracotta it only lets you give them glazed terracotta.

This bug is actually intended. It's just that the block ids have not been updated for bedrock users, unlike java edition. Have you tried using /give @p hardened_clay?
Check gamepedia for more information on data values for bedrock edition.
