Rain does not put out fire on soul sand or soul soil

I believe this works as intended, like netherrack's fire. If not, is fireSpreadRule set to true?

Edit - I found it  https://minecraft.gamepedia.com/Fire#Eternal_fire 

Firetick is set to true if it wasn't the flames would not be blue they would be the regular color
