An item will occasionally not be able to be collected despite having more than enough room in my inventory

No. However, I have only seen this happen with Warped Stem and Nether Sprouts (through another glitch I reported)
I've saw that bug with a lot of items, like cobblestone or cactus, and in past versions.
The first time i remember that happening to me was in 1.14.1.3
