When you create a world in survival without tricks, there are no Netherite tools and armor

Netherite's Tools and Armor don't exist when creating a world of survival without cheats. I realized when I got a Netherite ingot and wanted to match it with the diamond chestplate, then I discovered (in a separate creative world) that they appear when you're creative and not survival. I would like you to fix that Bug, thank you.
