How to make Netherite tools and armor
Add one of your Diamond tools or armor pieces into a Smithing Table, with a Netherite Ingot.
The Smithing Table will preview your new Netherite item on the right slot.
Take it out of the right-hand slot to craft.
I just went through the process of collecting diamonds and ancient debris to make Netherite armor and when I went to the crafting table all Netherite armor, tools and weapons had been removed from the crafting table.

This is now expected behaviour.
