creepers don't seem to run away from cats in minecarts in my creeper grinder.
they should be well within range.
notes the cat is sitting down, in a minecart. maybe either of those is the issue, maybe both.

I've tested this and creepers do avoid cats in minecarts the same as cats outside of minecarts. What you're experiencing is not distinct from MCPE-38533, so I will have this report resolved as a duplicate.
