Yes, it is still an issue in 1.16.40.
Steps to reproduce:

1. Place a dispenser underwater

2. Put a shulker box in it

3. Power it
   Observed Result: The dispenser didn’t place the shulker box.
   Expected result: The shulker box gets placed.

Affects 1.19. Trying to do a shulker unloader that breaks the shulkers in a water stream but the dispenser won’t dispense the shulkers into the water stream, neither source nor flowing
