when mining some stone take longer to mine than others as if it was meant to generate as an ore block but instead appears as stone however still takes the same amount of time to mine as an ore. this could be related to the lower rate of generation seen in diamond ore.

However, unfortunately this report is Incomplete.
It does not contain enough information and as such, we've unable to understand or reproduce the bug.
I spawned into a 1.16.0.60 world and mined stone both with and without efficiency and it mined at the normal rate. There is also no known issue with diamond generation.
