My contribution to this bug, My device is a Huawei p30 lite Android 10
Pretty sure it's not lag, I've gotten it on two computers, and I've tested it with a new world, and existing world, and a server. Does the same for all.
EDIT:
Ok, I think it might have something to do with resource packs, I started a new world without any resource packs and the menu worked fine. Then I went back to one that wasn't working, thinking I would remove the resource packs and test, but it seemed to be fine. It might want some further testing to see if that helps anyone else?
Apparently if it is incompatibility with some resource paks, since I removed the ones that had assets and it worked fine although I tried one in particular and it was still working, apparently it's only with specific resource packages

It is most definitely the faithful resource pack being incompatible. I had the same issue and it disappeared once I stopped using it. Hopefully there should be an updated one in time.
I resolved this by removing all resource packs except the Minecraft texture pack.

It is probably the incompatibility of the faithful texture pack. When I removed that pack, everything worked fine.
