Im playing with brothers when he kills me one time and my cross hair, hot bar, health, and hunger. It has happened before but most of the time all I have to do is leave the game and join back and it resets but now every game and sever I go to just has the same effect with no differences.

This is NOT resolved. I have the same problem, it happens upon respawing no hotbar, the same result of as if i had pressed f1 but i did not. pressing f1 does not bring the hotbar back. leaving the server and rejoining does fix this but I play on pvp servers where leaving the game is not an option.
No im not being an idiot i have been playing minecraft for 10 years this is a bug on bedrock that always gets laughed at on forums just thinking they are noobs

Have you tried pressing F1 to make sure you didn't just hide the GUI?
If that doesn't work try removing any/all resource packs you have applied.
