Any time a raid starts in any of my developed areas I maybe find one or two raiders. That's it. Then the horn blows CONSTANTLY until I set it to peaceful.ย I suspect they are spawning underground in mines and caves. A few times I've found them in my diamond mines at y11 but mostly I give up. Raids are completely and utterly broken on this platform. Of all the ones I've started I've i finished exactly two. Maybe have sky access one of their spawn requirements? That would be a huge help I think. Current raids makes the game unplayable. At the very least an option to toggle the horn off please. Please please. The horn is absolutely maddeningly awful.

The horn is currently there as a temporary workaround to the Glowing effect that bells normally apply to nearby raiders when rung. Sinceย the Bedrock edition's current rendering engine doesn't support the effect, it's been postponed, presumably until sometime after RenderDragon is finalized on the other platforms (currently it's only available on the Xbox One and PS4 ports, barring the Win10 RTX betas). To give Bedrock Edition a way to track raiders through walls, the horn sound plays periodically from one of the raider's locations instead, and you can use the stereo effect to locate where the sound is coming from. Not the most elegant solution, but an important one nonetheless as it helped during the three times the game decided to spawn raiders underground on my current survival world.
