strength effect doesn't work, I can't get this effect. It's really disappointing, and sometimes it's annoying.

Excessively high strength levels are non-functional because the damage calculation goes higher than the game can process. See MCPE-20469.
I can attest to this. I try applying it to myself with commands, and suddenly I'm unable to punch any mobs.
