Summary
When going more than 16 blocks and staying within the simulation distance range, you can still hear the fletcher's workstation sound.
Steps to reproduce
Set time to noon and lock the daylight cycle
Place down a fletching table and a bed.
Summon a villager and wait for it to change to a fletcher.
Go about 30-40 blocks away from the villager.
Observe that you can hear the fletching table sound as long as you are in simulation distance range.
Expected Results
The fletching table sound should not be heard more than 16 blocks away
Observed Results
The fletching table sound can be heard very far away, as long as you stay inside the simulation distance range.

Based on some testing I've done, it seems partially fixed in beta 1.16.0.67, however the workstation sound is now incorrect.
