Dispensers can't put horse armor on tamed horses

Summary:
Dispensers can't put horse armor on tamed horses. In Java Edition dispensers can put horse armor on tamed horses.

Steps to Reproduce:

1. Place a dispenser and put horse armor in the dispenser

2. Connect the dispenser to redstone

3. Spawn a tamed horse in front of the dispenser

4. Activate the dispenser

Observed Results:
The dispenser can't put horse armor on tamed horses.

Expected Results:
The dispenser should put horse armor on tamed horses.
