so basically, i got an elytra, and enchanted it with unbreaking2i, as that was all i had. i then got an unbreaking 3 and mending book from fishing, and then i go to put it on the elytra and it says its too expensive. i had only repaired in once, and now i cant get an unbreaking 3 and mending elytra. it was my only elytra, so i couldnt put it on another one, but either way, its annoying and needs to be fixed

This may be working as intended as odd as it may sound. If you take the time to understand how NBT data works in Minecraft, everytime you add an enchantment to an item on the anvil, name an item on the anvil, combine items on the anvil, or repair an item on the anvil, the RepairCost NBT data value usually will increase associated with the item it is assigned to.
Once that repair value exceeds 39 while in Survival Mode, you will not be able to further modify your item on the anvil as the game will consider it to be 'Too Expensive' as you stated. This is ignored if you are playing in Creative Mode (I state this incase you made a creative copy of your world to see if it could be done in Creative).
So the question then is, did you put Unbreaking II onto the Elytra, then Repair the Elytra, then combine the Unbreaking III and Mending I enchanted books, then attempt to add the combined book to the Elytra? If so, this maybe why this is happening. Enchanted Books obtained from Fishing, Loot Chests, and Villagers have no RepairCost NBT data by default, only enchanted books combined on the Anvil do.
Also, did you combine any enchanted books with the Unbreaking II enchanted book prior to adding it to the Elytra? If so, that would also increase the RepairCost NBT data on the book, which is calculated with the RepairCost NBT data on the Elytra when trying to combine them on the Anvil.
So by following all the steps you stated you did in the initial report (Completely repairing an Elytra that was at 1 durability at a RepairCost NBT data value of 5) without combining the Mending I and Unbreaking III book, your final RepairCost NBT data after adding the last enchanted book would be 9 if you added Unbreaking III before Mending I, 8 if you added Mending I before Unbreaking III. Doing it with combining the Mending I and Unbreaking III Enchanted books on the anvil oddly came out at 7, a very unusual result. Nothing doing it under normal circumstances caused the RepairCost NBT data to exceed 39.
So before this can be considered a potential bug pertaining to the RepairCost NBT data on your Elytra, did you combine any other enchanted books with these enchanted books, or repaired your Elytra more than once?
