[MCPE-81578] Custom skin not loading when restart the game while offline

When you restart the game while offline the custom skin will be alex or steve and you have to select it all over again

Your skin is saved to your xbox account. When you are offline you would not be able to sign into it.

The bug also happen until 1.13
