When you are in a boat, your mining speed is slower because your feet are not on the ground. See MCPE-83333. Efficiency still increases your mining speed, but it does not fully negate the penalty.

In minecraft when the player rides an entity like boats, horses, llamas, donkeys, mules or the player is swimming the mining speed is reduced, this is not a bug as you say is working as intended
