Vindicators run slowly on carpets

Confirmed for 1.16.20/1.16.100.53.

Still happens on 1.16.221. Can be easily tested on Woodland Mansion seed, Vindicators chase you very slowly on the carpets.

Cannot reproduce in 1.18.2 on Bedrock iOS.

In my test, I had two vindicators in two separate lanes, one with carpet, one on wood planks. Each was agro on a villager. Both were released at the same time using redstone gates and both reached the villagers at the same time.
