Nether mobs won't spawn when host in not in nether

I have a Bedrock world that I run on Windows 10 for the family, and when the other members are in the nether (PS4 and PE) and I am in the over world the Nether mobs will just stop spawning.  If I join them in the Nether mobs will spawn again but as soon as I leave they stop spawning.

I have been unable to reproduce these conditions and mob spawns now seem to be good in the nether when the "owner/host" of the world is not in the Nether.
