When mobs are just wandering around they don't make any eye contact with other mobs or their own kind.
Only the Vex and the Evoker look at other mobs when idle.

Can confirm. Putting mobs next to each other proves this. They only look at each other if they are mad at one another. Evoker is fine though it looks at any mob, anytime.
