[MCPE-86783] Scrolling in command block UI on mobile device will cause entire interface to shift along screen

The bug

When scrolling in the command block interface on a mobile device, the entire window will shift up or down depending on which way you scroll. This will cause parts of the UI to be inaccessible unless you scroll the opposite direction on exiting out of the window.

Steps to reproduce

Open command block UI.
Tap on "Command Input".
Scroll inside of the window.
